A technical assistance mission was conducted during November 17 – 21, 2025, at the request of the State Statistics Service of Ukraine (SSSU), to support the use of new data sources in the Consumer Price Index (CPI). The SSSU plans to make extensive use of administrative data generated by legally mandated cash register machines and is developing a comprehensive framework for data preparation and index compilation across the CPI basket. In addition to administrative transaction data, the SSSU plans to incorporate data obtained via APIs, web scraping and social media platforms and other electronic sources. The use of modern data sources is expected to reduce field data collection costs and enhance index quality by expanding item, outlet, and time coverage. The objective of the mission was to review the proposed plans and methods and suggest a way forward. Priority recommendations support a phased process, given that the proposed changes are wide ranging and affect the entire CPI basket. Initial efforts should focus on developing and testing experimental indices using administrative transaction data, which represent the most promising source given their basis in actual transactions. In parallel, priority should be given to openly accessible API based data sources before developing solutions for web scraped and social media data. Proposed methods for data preparation and index compilation were reviewed collaboratively during the mission. These methods were demonstrated using a synthetic dataset and assessed through in depth discussions and practical examples.
